Reshaping Advantages in Inland Opening-up and Serving the National Unified Market How is "Zero-Distance" Customs Clearance Achieved? — An Investigation into the "Port-Zone Integration" Model in Zhengzhou Airport Economy Zone

With a smooth roar, an international cargo aircraft touches down at the North Cargo Area of Zhengzhou Xinzheng International Airport. Its "passengers" are a batch of electronic components urgently needed by local industrial parks.

 

Unloading, tallying, releasing... a box truck branded with "JUSDA" picks up the cargo and drives toward the "Port-Zone Integration" checkpoint just a hundred meters away. Without stopping for paperwork, the barrier automatically lifts, and within ten minutes, the goods arrive at the JUSDA warehouse located near the south gate of the Comprehensive Bonded Zone, ready for immediate delivery to the production line.

 

As the largest logistics provider for the local industrial park, JUSDA handles an average of 180 inbound truckloads per day. This scene is a daily reality.

 

"One tally, one inspection, and one release. The 'Port-Zone Integration' model eliminates transit procedures, and smart checkpoints achieve 24/7 automatic verification. Goods are delivered to customers faster than ever, truly living up to our name, JUSDA (Just-In-Time)," says Li Yuqiang, JUSDA’s site operations manager.

 

Li told reporters that this model has significantly enhanced JUSDA’s core competitiveness and injected strong momentum into its global expansion. Thanks to these high-efficiency services, JUSDA has attracted more international air freight business, with 2025 revenue hitting a historic peak.

 

3 Kilometers Apart: The Struggle for Timeliness Before the "Port-Zone Integration" model, the transfer of goods between Zhengzhou Airport and the Xinzheng Comprehensive Bonded Zone (CBZ) faced significant hurdles.

 

The 3-kilometer transfer via public roads posed challenges to both safety and efficiency. Li recalls that the route passed through the busiest and most prosperous part of the northern airport zone, characterized by heavy traffic and complex road conditions.

 

Under the old customs process, goods had to pass through three separate checkpoints: the CBZ main gate, the inner gate, and the airport port gate. Each required advanced paperwork, coordination, and declaration, consuming significant time and human resources.

 

Furthermore, truck traffic restrictions—banning freight vehicles during peak commuting hours (7-9 AM and 6-8 PM)—created bottlenecks. Once restrictions were lifted, a surge of vehicles would converge at the gates, creating long queues.

 

A single transfer from receiving materials at the airport to final warehouse delivery could take anywhere from two to six hours. A truck could often only complete one round trip per day. "Materials were within sight but out of reach for the production line," Li says. To compensate, JUSDA had to add more personnel and vehicles, yet urgent calls from the production line were still frequent.

 

A Decade of Problem-Solving: From JIT to "High-Efficiency Delivery" To ensure JUSDA’s efficiency, frontline customs officers at Xinzheng and Zhengzhou Airport have maintained a "24/7/365" high-intensity work schedule since the industrial park began operations.

 

However, policy innovation was needed for a fundamental fix. The Zhengzhou Airport Economy Zone Management Committee, along with Customs and the Henan Airport Group, worked to break bottlenecks through paperless declarations, integrated checkpoints, and optimized airside resources.

 

The turning point came on August 16, 2022, when the Zhengzhou Airport North Cargo Area commenced operations. Positioned just a wall away from the industrial park and JUSDA’s facilities in the CBZ, the physical distance between "Zone" and "Port" was reduced to near zero.

 

By utilizing technology, customs no longer require physical e-locks for goods moving within special supervision areas. Instead, they use video surveillance and smart alerts for "seamless supervision." A unified system now allows "one-stop" data declaration, automatically generating clearance documents and verifying status.

 

On April 7, 2023, the "Port-Zone Integration" was officially launched. "With customs efficiency significantly improved, we can finally call ourselves 'JUSDA' with full confidence," Li says. Beyond speed, the model integrates warehousing, transportation, and customs resources, eliminating extra衔接 (connection) costs and allowing for flexible,集约 (intensive) vehicle operations that further reduce costs.

 

 

Serving the "Big Market," Embracing "Great Opening-up" This model has amplified the "Bonded + Airport" advantage, attracting more foreign trade enterprises to the CBZ.

 

For example, the Nanyang Fresh Super Factory, which processes 200 tons of imported beef daily, chose the CBZ specifically for the "Port-Zone Integration" advantage. "Customs clearance is faster, transport costs are lower, and the freshness of imported raw materials has improved by 30%," says Feng Jin, GM of Henan New Nanyang Industrial Operation Management Co., Ltd.

 

Similarly, fashion brands like Inditex (the parent company of ZARA) have increased their reliance on local logistics providers like Tianli Logistics. In 2017, Inditex’s volume via Tianli accounted for only 20% of its China distribution; today, it is 60-70%, reaching 90% during peak periods.

 

According to Guo Lichao, Director of the Commerce and Port Bureau of Zhengzhou Airport Economy Zone, the CBZ is now a major hub for cross-border e-commerce, hosting giants like Vipshop, Cainiao, and JD.com. In 2025, the CBZ's total foreign trade value exceeded 460 billion RMB, ranking second nationwide among bonded zones and contributing half of Henan Province's total foreign trade.

 

The integration has also resolved capacity saturation issues at the airport. In 2025, Zhengzhou Airport’s annual cargo throughput surpassed 1 million tons for the first time, joining the global "Million-Ton Cargo Club."

 

Looking ahead, JUSDA will take its success in Zhengzhou as a starting point to promote this efficient "Port-Zone Integration" model to the broader international market.
